5.2.2.3.4 PLMN-SEARCH

The UE shall perform PLMN selection or SNPN selection. If a new PLMN or SNPN is selected, the UE shall reset the registration attempt counter and initiate the registration procedure for initial registration (see clause 5.5.1.2.2).
If the selected cell in the new PLMN is known not to be able to provide normal service, the UE may initiate the registration procedure for initial registration for emergency services.
