5.51.6 Policy control aspects

During AM policy association establishment or modification procedures, if the Energy Saving Indicator is included in the UE subscription data, the AMF sends to the PCF the Energy Saving Indicator as described in clause 5.51.5.

The PCF may subscribe to energy consumption information from the EIF at the required granularities triggered either by AF request or by local configuration.

The PCF may make AM and SM policy decisions for the UE based on the Energy Saving Indicator from subscription information, operator policy and/or Energy consumption information from the EIF as described in TS 23.503 [45].

For UE policy decision (i.e. URSP rules generation), PCF may consider the Energy Saving Indicator and operator policy as described in TS 23.503 [45].

An AF may include the Energy Indicator in a request for session with QoS. This indicates the AF's preference for energy saving actions in the network. The PCF may make SM policy decisions (i.e. QoS adjustments based on the QoS parameters in the request) considering the Energy Indicator additionally to the Energy Saving Indicator from subscription information, operator policy, Energy consumption information from the EIF as described in TS 23.503 [45]. The AF may subscribe to be notified when the network applies any energy saving operation.

When the PCF for the PDU Session carries out policy decisions based on Energy Consumption Related information, it shall indicate within the PCC rule(s) energy related aspects as the reason of policy decision and may also include Energy Consumption Related information (e.g. the Energy Consumption Category) of the UE, if provided, as described in clause 5.51.2.4 and clause 4.5 of TS 23.503 [45] in its communication to the SMF.

The SMF shall include corresponding parameters (i.e. reason for policy change and Energy Consumption Related information if available) accordingly when communicating with the CHF as defined in clause 4.3.2.3 of TS 23.503 [45].

NOTE: This enables considering available Energy Consumption Related information into account for charging according to operator's policies. The details of charging and reporting are defined in SA WG5 specification.
