4.2A.1 General

The network operator may restrict subscriber's access to certain access technologies which are subject to access technology utilization based on subscription information as specified in 3GPP TS 29.503 [20AB] or serving network local configuration if the subscription information is not available.

When restricting subscriber's access to certain access technologies, the network shall not restrict the access technologies which are not subject to access technology utilization in subscription information unless the serving network local configuration indicates that the access technologies are subject to access technology utilization.

The UE shall provide the lower layers with the updated list of "PLMNs with associated access technology restrictions" (see 3GPP TS 38.304 [28] or 3GPP TS 36.304 [25C]).

The access technology utilization control information is applied in PLMN selection, cell selection and cell reselection processes (see 3GPP TS 23.122 [5]).
