5.49.5.2 UE mobility when the UE is moving together with a MWAB cell

For a UE served by an MWAB-gNB cell, the MWAB-gNB may trigger the handover procedures for UEs in RRC_CONNECTED mode as specified in TS 38.401 [42]. For UEs in RRC_IDLE and RRC_INACTIVE state, the existing NAS mobility procedures and Connection Resume procedure are used as specified in TS 23.502 [3].
