(see attachment 1) This draft standard refers to 3GPP TS 22.268 and TS 23.041 which respectively defines the requirements and technical realizaion of different PWS applications such as ETWS, CMAS, EU-ALERT and KPAS. Considering that the message format and procedure of the Public Warning System being developed by CCSA members are different from those already defined in existing 3GPP specification, a new set of message identifiers and format are required to be defined.
