According to the approved procedure, 3GPP is requested to submit a preliminary indication of the modifications foreseen to be submitted in ITU-R WP5D. Since MCC provided a comprehensive description of the features included in Release 12, it is proposed to submit to ITU-R WP5D the document 'Rel-12_description_20131224', as indicated in Annex 1 of the document.
