Question 4: When progressing normative CRs for KI#2, it was proposed to re-use SNPN access mode also when the UE selects an SNPN over non-3GPP access. SA WG2 understands that TS 24.501 also uses SNPN access operation mode and therefore wonder what would be the appropriate term to use for a UE that selects SNPN over non-3GPP access? CT WG1 answer: CT WG1 would like to continue to use the term SNPN access operation mode to encompass all the ways the UE can access SNPN in Rel-18, i.e.: a) direct access to SNPN using 3GPP access; b) access to SNPN (via SNPNs N3IWF) using PLMN; and c) direct access to SNPN using non-3GPP access. With regards to Question 1, Question 1: A UE that intends to access a hosting network, to access localized services, using home network credentials\/subscription, can select a hosting network either by automatic network selection or by manual network selection. Does the home network need to authorize the use of such network selection of a hosting network for both automatic and manual network selection or only for automatic network selection, and does it depend on whose credentials the UE uses to access the hosting network? SA WG1 provides specific PALS related service requirements are presented below: Automatic Network Selection Related Requirements (TS 22.261, Clause 6.41.2.5) The 5G system shall enable the home network to allow a UE to automatically select a hosting network for accessing localized services when specified conditions (e.g., predefined time, location) are fulfilled. The 5G system shall enable the home network to instruct a UE to select a hosting network with certain conditions (e.g., predefined time, location) based on the request from a service provider. The 5G system shall enable the home network to allow a UE to select a hosting network or change to another hosting network, without any additional user intervention as long as the delivered services, both localized services and home routed services, are unchanged. The 5G system shall be able to allow the home network to steer its UE(s) to a hosting network with the consideration of the location, times, coverage of the hosting network and services offered by the home network and hosting network. Manual Network Selection Related Requirements (TS 22.261, Clause 6.41.2.5) The 5G system shall support a mechanism to allow a user to manually select a specific local hosting network. NOTE: Additional information can be presented to the user to facilitate the manual network selection. Subject to operator s policy and agreement between a 3rd party service provider and operator, the 5G system shall enable a UE to receive and use configuration provided by a 3rd party service provider to discover and access a hosting network and localized services, including the considerations of prior service agreement with a 3rd party service provider and no prior subscription to hosting network. If the UE is able to obtain services from two networks simultaneously, it may additionally select the hosting network. If the UE cannot maintain the connection to the home network while selecting the hosting network, the selection shall only be done on request by the user, i.e., using manual selection. First, SA WG1 assumes that the use of authorize in the Question 1 Does the home network need to authorize refers to home network control by configuration or policy (e.g., home network provides list of preferred hosting networks). Therefore based on the service requirements presented above and assumption, SA WG1 believes automatic network selection by the UE is controlled by configuration or policy by the home network, while there is no SA WG1 requirement to request home network to control UE to manually select a local hosting network instead SA WG1 requirements leave manual hosting network selection to user s decision. The use of same credentials for access to SNPN with NG-RAN and to WLAN Access Network as proposed in Solution #16 is possible as follows: Case a): SUPI (Identifier) privacy is NOT provided over WLAN, i.e., the EAP method used over WLAN does not support SUPI\/identifier privacy (e.g., EAP-TLS without subscriber privacy, EAP-AKA , EAP-AKA). In this case, null scheme can be used for accessing SNPN with NG-RAN as there is no SUPI privacy provided over WLAN. Case b): SUPI (Identifier) privacy is provided over WLAN using an EAP method that supports SUPI (Identifier) privacy (e.g., EAP-TLS with subscriber privacy, 5G EAP-AKA ). In this case, when accessing SNPN with NG-RAN, the SUCI protection mechanisms already specified for SNPN in TS 33.501 can be reused as the UDM and the AAA are involved for UE authentication. More specifically, the SUPI privacy can be achieved for this case by either reusing one of the existing schemes specified in clause 6.12 of TS 33.501 or by sending anonymous SUCI in the registration message (as described in step 2 of clause I.2.2.2.2 of TS 33.501). Both case a) and b) are feasible methods. However, SA WG3 recommends that SNPN operators use a method which protects the identity both over the N1 interface and the WLAN interface, e.g., EAP-TLS with subscriber privacy. In other words, if the time condition for an entry in either of these two lists is met, then the UE will try to select the related SNPN (if available and allowable). - Option #2 gives Credential Holders more control whether the UE should select a hosting network by allowing the Credentials Holder to specify the relative priority between hosting networks and other networks (including the subscribed SNPN) in the Credentials Holder controlled lists of preferred SNPN\/GINs. This is achieved by allowing the Credentials Holder to also add the identity of the subscribed SNPN into Credentials Holder controlled prioritized list of preferred SNPNs\/GINs. This allows the Credentials Holder to e.g. place the subscribed SNPN with a higher or lower priority than the hosting networks into the Credentials Holder controlled prioritized list of preferred SNPNs to control whether the subscribed SNPN or a hosting network should have a higher priority. The CR proposes the following specific changes: Clause 5.30.2.3: Introduce configuration for SNPN selection with support of hosting networks: - Entries in the Credentials Holder controlled prioritized list of preferred SNPNs and the Credentials Holder controlled prioritized list of GINs are extended to optionally include a time validity condition. - the user-controlled prioritized list of preferred SNPNs and the Credentials Holder controlled prioritized list of preferred SNPNs may additionally contain the subscribed SNPN's indentity.
