To avoid MME impact, CT WG1 has agreed i. to re-use an existing NAS ESM cause value provided by the MME to the UE in the PDN CONNECTIVITY REJECT message; and ii. UAS services related rejection information will be indicated in a PCO parameter (rather than NAS ESM cause) of the PDN CONNECTIVITY REJECT message. Existing NAS ESM cause #29 'User authentication or authorization failed' and cause #31 'Request rejected, unspecified' have been identified as preferred in CT WG1. However, CT WG1 noted that in the PDN connectivity reject handling, it is the SMF+PGW-C provides a GTP-C cause value to the MME via the S-GW. Then, the MME maps the received GTP-C cause value to an NAS ESM cause value sent to the UE based on the mapping Table C.1 in TS 29.274. Concluding which existing NAS ESM cause value to be re-used, depends also on the GTP-C cause selected. Based on current NAS specifications (i.e. TS 24.301 and TS 24.008) for IP based PDN connection in WB-S1 mode, there is a maximum size limitation of protocol configuration options. CT WG1 could not agree on whether certain protocol changes in MMEs\/S-GWs are acceptable to SA WG2 to overcome the above limitations and support UAS in EPS. Therefore, CT WG1 would like to ask the following questions to SA WG2: Question 1): Whether UUAA-SM and C2 authorization need to be supported in deployments where MMEs\/S-GWs are of previous releases (prior to release-17) with the limitations mentioned above. Question 2): If the answer to the Question 1 is No, whether the UAV UE due to the UE mobility may end-up being served by a target MME, or target S-GW or both, of a previous release (prior to release-17) with the limitations mentioned above, and if so, how to handle this mobility situation for ID_UAS.
