For exceptional cases RAN5 may allow not fully completed CA configuration to be added to clause A.4.6 together with a note stating not completed parts.\nProposal#1.2: It is proposed that the CR introducing a CA configuration in TS 36.521-2 [2] clause A.4.6  includes a completion statement on the CR cover sheet. The issues of lower order of CA BW class within the same fallback group and lower order fallback configurations for a certain higher order CA\/DC configuration have been raised. Based on the discussion, we have the following observation and proposals.\nObservation 1: For some CA\/DC configurations, it is not adequate to consider only operators\u2019 requirements for \u201cinterested operator\u201d in the WP of the \u201cNR_CADC_NR_LTE_DC_R16-UEConTest\u201d WI and \u201cNR_CADC_NR_LTE_DC_R17-UEConTest\u201d WI.\nProposal 1: It is suggested that for the \u201cinterested operator\u201d in the WP of the \u201cNR_CADC_NR_LTE_DC_R16-UEConTest\u201d WI and \u201cNR_CADC_NR_LTE_DC_R17-UEConTest\u201d WI, the aspects of lower order of CA BW class within the same fallback group or lower order fallback configurations for a certain higher order CA\/DC configuration should be considered. If a higher order configuration is marked as \u201cinterested operator\u201d, the fallback lower order configurations should also be marked as \u201cinterested operator\u201d in the WP.\nProposal 2: It is suggested to check the status of lower order configurations in the WP of previous version when mark the \u201cinterested operator\u201d.
