The second sentence is an implementation of the requirement stated in the first sentence. The stage 1 requirement should not talk about implemtnations. Limiting the calls may well be an implementation method, but that should not be in the stage 1.    Furthermore, limiting the interceptions like that may have negative consequence to the case of lawful interception.
