SA2 discussed on this issue and agreed CR0348 (in S2-1910581) against TS 23.503 to clarify the precedence between pre-configured URSP and provisioned URSP by PCF, and the possibility for the configured URSP be stored in the USIM as follows:\n\nOnly the URSP rules provisioned by the PCF is used by the UE, if both URSP rules provisioned by the PCF and pre-configured URSP rules are present.
