RAN WG3's understanding is that the eNB cannot always determine whether a UE supports WUS in connected mode, e.g. eNB cannot obtain the UE's WUS capability in the case of inter-NodeB handover\/context retrieval. Therefore, for the purpose of reducing WUS, RAN WG3 thinks that WUS-capable eNBs shall provide the Recommended Cells for Paging IE in the Information On Recommended Cells And eNBs For Paging IE (see TS 36.413) to the MME in the S1 UE Context Release Complete or UE Context Suspend Request messages for all UEs, instead of only for WUS capable UEs.. RAN WG3 also discussed the requirements on the paging eNB and noted that this would have to be configured differently depending on the network deployment. For example, in case MME does not relay the Recommended Cells for Paging IE, the eNB shall use WUS to page the WUS capable UE in the paging area; while for a supporting MME, the eNB is assumed to use WUS to page WUS capable UEs only in the last used cell as indicated by the Recommended Cells for Paging IE, provided this is reliably signalled by the releasing eNB and the MME. RAN WG3 considers that both options can be addressed via proper implementation. RAN WG2 has identified another potential issue with the solution described in R2-2004317\/S2-2003217 if it is possible for the eNB to release the RRC connection with RRCConnectionRelease without establishing\/releasing the S1 connection (e.g. in case of CN overload or MME reset). The UE would be unreachable while it remains camped on this cell or till the UE establishes\/resumes RRC connection (i.e. MO data, MO signalling). RAN WG2 assumes the same issue could also happen in 5GC. Due to this and the earlier issue identified in R2-2005939, RAN WG2 has postponed the CRs. RAN WG3 understands that RAN WG2 identified a potential problem scenario where a UE could be unreachable for a period if it remains in the same cell, after a release occurs and the S1 connection was not established. RAN WG3 has identified at least one case (i.e. MME overload for CP CIoT) where the associated condition requires receiving msg5, and therefore RAN WG3 confirms that the described problem scenario can occur. RAN WG3 does not expect the scenario to be frequent. RAN WG3 has also identified several possible solutions within the RAN, i.e.: - eNB disables WUS for a period after above event (i.e. SIB WUS indicator is not broadcast) - eNB uses WUS for all WUS-supporting UEs for a period after above event - eNB adds indicator in RRCConnectionRelease so that UE changes behaviour The first two options have impact on gNB behaviour and can be realized by implementation. Besides, both carry some inefficiencies, since they either use WUS unnecessarily, or remove WUS for a period and lead to SI update twice. The inefficiency depends partly on how often the above events might happen in a network, how many UEs are involved, and also for how long the eNB should maintain the modified behaviour (which is related to the maximum periodic TAU timer). The third option would modify only the behaviour of the affected UE and is therefore likely to be more efficient. However it is up to RAN WG2 to evaluate this change. In conclusion, RAN WG3 confirms the scenario and thinks that at least some solutions are available as described. Since the identified solutions have no stage 3 impacts on RAN WG3 specifications, RAN WG3 would like to suggest that a final decision on this matter can be made by RAN WG2.
