PCG agreed that, due to time constraints, the formal PCG approval of this correspondence could be skipped; thus, once RAN approves the Liaison Statement, ATIS may then communicate it to the ITU on behalf of the 3GPP Organizational Partners. This document aims to inform TSG SA and 3GPP PCG about the outcome of RAN#108 on this matter. RAN discussed the issue from a RAN perspective, also considering the original conclusion by CT WG1 captured in the CT WG1 LS to SA WG1 (C1-250715) and highlighted by RP-251718, which identified possible 'backward compatibility issues (e.g. country-specific duplicate detection timers for PLMNs using non-country specific PLMN ID with MCC 9xx over satellite access)', and concluded that the issue identified by CT WG1 might not have impact on the NG-RAN, and thus the removal of PWS support for satellite NG-RAN in Rel-17 and Rel-18 need further assessment. Several companies highlighted that the removal of PWS support for satellite NG-RAN in Rel-17 and Rel-18 may have been driven by a misinterpretation of the relationship between non-country specific (e.g. 9xx) PLMNs and satellite access, highlighting that satellite access may be deployed without the use of non-country specific (e.g. 9xx) PLMNs, and non-country-specific PLMNs may be deployed without satellite access. Action: TSG RAN asks CT WG1, CT, SA WG1, TSG SA to take the above into account and either revert or confirm the removal of the support for PWS over satellite NG-RAN in Rel-17 and Rel-18.","secretary_remarks":"SA WG2 were asked to receive this LS as if it were for action.
