In the latest 3GPP released specifications, the support for bandwidth aggregation using Multi-Access PDU sessions is specified for TCP-based traffic (with the so called ATSSS-HL); however, traffic splitting for non-TCP traffic is not yet fully supported. One type of non-TCP traffic of high interest to BBF as it is relevant to 5G-RG is Ethernet traffic. A number of fixed broadband services, already deployed in many operators networks for business as well as for residential customers, are based on Layer 2 traffic. The lack of an efficient way to implement traffic splitting on 5G-RG would limit the possibility to enhance these services by exploiting simultaneously the dual connectivity supported by the new generation of 5G-capable CPE. This would be counter-productive to the success of 5G-RG and WWC in the market, as it breaks one of the promises of hybrid access. Therefore, in view of the next normative phase of ATSSS (Rel.18), BBF would kindly ask 3GPP to take into consideration the following proposals: to remove the editor s note in TR 23.700-53 clause 5.1.1 which quotes: Whether support of steering, switching and splitting of Ethernet traffic flows is required is FFS and rather include Ethernet traffic support as mandatory, to ensure that the recommended solution supports non-TCP traffic splitting, in particular Ethernet traffic splitting, and potentially encrypted traffic splitting for a local network behind the 5G-RG. According to a preliminary BBF assessment of the solutions currently under study in context of TR23.700-53, MP-QUIC based approaches only support UDP and IP, but not Ethernet traffic. Conversely, MP-DCCP (MP-DCCP-LL) would support Ethernet traffic splitting, therefore we recommend MP-DCCP to be considered. This paper advocates for a consistent quality of service approach across Wi-Fi and 5G networks for end-to-end QoS experience. We would like to make SA WG2 aware of this paper as this relates to enabling mapping between 5G QoS to Wi-Fi QoS across 5G and Wi-Fi access networks. The intent of the paper is to provide guidance to operators to assess methods to map QoS across 5G and Wi-Fi networks. The paper highlights different deployment scenarios for fixed mobile convergence (FMC) with 5G access used for backhaul connectivity. It advocates that the FMC is opening new opportunities for service operators, ISPs and MNOs to offer converged data services over wired or wireless access networks. The paper also advocates that the 3GPP defined convergence architecture for integrating Wi-Fi access into the 5G system via N3IWF\/TNGF\/TWIF enables operators to offer seamless connectivity over Wi-Fi and 5G for converged services. For both FMC and 3GPP defined Wi-Fi and 5G convergence deployment scenarios, paper recommends use of QoS mapping to provide consistent QoS treatment across wired, Wi-Fi, and 5G networks, and for the industry to adopt the features included in Wi-Fi CERTIFIED QoS Management to enable robust delivery of latency sensitive services. It recommends using IETF defined DSCP marking as a bridge between mapping 5G QoS to Wi-Fi QoS, by defining a mapping between 5QI to DSCP (and vice versa) and then mapping DSCP to 802.11 User Priority (UP). For both FMC and 3GPP defined 5G and Wi-Fi integration architecture, paper recommends that the UE take into consideration DSCP markings of IP flows when mapping uplink service data flows to 5G QoS flows with desired 5Qis. 2) QoS Mapping at CPEs For FMC deployments, paper recommends that the customer premise equipment (CPEs) implement functionality for mapping service flows between 5G backhaul and Wi-Fi fronthaul access in both downlink and uplink, using 5QI to DSCP to UP mapping in downlink and DSCP to 5QI mapping in uplink. In essence, it has been reported that some UEs do not try and initiate an emergency call when PS-emergency call support is available in the network for UEs in Limited Service State (as indicated by the IMS-EmergencySupport indicator in the SystemInformationBlockType1 IE) and CS-emergency is not available due to 2G\/3G sunset. The GSMA NG WGs have added a number of CRs to their documents and specifications to clarify UE behaviour under these circumstances, namely that the UE shall attempt a PS-emergency call under these circumstances and it is up to the Network whether the call attempt is allowed based on local policy and regulations. One such clarification has been added by GSMA NG\/NRG to the VoLTE Roaming Implementation Guide (IG) which is publically available at https:\/\/www.gsma.com\/aboutus\/workinggroups\/wp-content\/uploads\/2021\/01\/VoLTE-Implementation-Guide-Jan-2021.pdf .
