However, concerns were expressed that this method would need to be extended in order to satisfy 'Life at Risk' situations. This CR can be used when not all cell IDs need to be reported and the lowest frequency of reporting for a UE is lower bounded by the TA update frequency. TSs which have indirect changes to the OpenAPI and where the externalDocs reference is changed the version number of the OpenAPI needs to be increased as well. Always aligning the externalDoc reference with the version of the TS would mean that even when there is\/are no change(s) to the OpenAPI, the OpenAPI version change would give a wrong indication that there is a change in the OpenAPI.
