In particular, ETSI TC MSG\/TFES appreciates the updates on CEPT report 089 along with the detailed information and concerns on handling of no-transmit zones (NTZ). In this regard, ETSI TC MSG\/TFES would like to highlight the below points: - The mechanisms to handle the NTZ at the aerial UE side will not be considered in the current version of the EN. Such mechanisms would be addressed in future revisions of this EN depending on possible future progress in 3GPP. - Regarding possible network involvement for the 2.6 GHz frequency range NTZ, ETSI TC MSG\/TFES aims to align as much as possible with 3GPP technical specifications. Thus, technical discussions to manage the NTZ at the network level, and its functionalities, have to be brought to 3GPP. ETSI TC MSG\/TFES is not planning to propose a new study or work item to 3GPP on this specific matter, as such requests are not typically proposed by ETSI. Regarding the roadmap for related aerial UE standardisation development, ETSI TC MSG\/TFES is currently working on finalizing the first version of the harmonised standard of relevant components of ECC Decision (22)07 on 'harmonised framework on aerial UE usage in MFCN harmonised bands'. In the procedure for instructing aerial UEs to perform altitude reporting specified in clause 5.16.2 in TS 23.256, the UAS NF\/NEF may include the derived altitude thresholds and indication about reporting periodicity for the UE's altitude reporting. Accordingly, the AMF sends the LOCATION REPORTING CONTROL message to the NG-RAN node containing a single aerial UE reporting configuration which consists of one pair of derived altitude thresholds (i.e., minimum and maximum altitude thresholds) and optionally reporting periodicity. RAN WG3 seeks for further clarification from SA WG2 on whether the gNB can be provided with multiple aerial UE reporting configurations from the AMF for the same aerial UE. During ECC PT1 meeting #82 it was pointed out that, if no solution is found within ETSI\/3GPP that meets the Administrations' requirements, drones may not be permitted to operate in the 2.6 GHz band in those countries that have the requirement to protect such radars whose locations cannot be publicly disclosed. In those countries, the availability of the 2.6GHz band for aerial UE depends on the possibility to provide mitigation techniques (e.g. NTZ) that allow the operation without interference to incumbent services. ECC PT1 notes that a network-based solution is not yet under development to meet the no-transmit zones (NTZ) requirements for the 2.6 GHz band. ECC PT1 reminds that the respective ETSI Harmonised Standard(s) should ensure coherence with CEPT Report 89 and facilitate the implementation of a national licensing framework and the development of spectrum usage with confidence of all associated spectrum users.
