SA WG3 LI identified that LI in VPLMN for inbound roamers is the issue, and that LI in HPLMN for outbound roamers is not an issue. SA WG3 LI also identified that LI in HPLMN on behalf of VPLMN across jurisdictions will not meet requirements.  SA WG3 LI understands that there are countries (e.g. Japan) in which the national regulations' LI requirement may be met possibly using LI capabilities not specified by 3GPP in case of S8HR without further work by 3GPP, and that there are countries (e.g. France) in which the national regulations lead to further work by 3GPP, based on current LI capabilities as defined in 3GPP specifications.   SA WG3 LI understands that there are national regulations that lead to the requirement that S8HR scenario can only be deployed when there is no confidentiality protection for all inbound roamers only at the point of interception in the VPLMN.
